Mr. Larry D. Miller
President, CEO

Mr. Larry Miller has over 30 years of experience in the Federal Contract Services business with specific experience in: Executive Management, Outsourcing, Business Process Engineering/Management, Software Development, System Integration, System test /Quality Assurance, Business Development and Capture Management. Mr. Miller has proven success in building and managing new organizations, managing projects, developing strategic plans and partnerships and implementing repeatable processes, including the ISO 9002 programs.

Mr. Miller has knowledge and client experience that spans DOD, Federal Civil Agencies, Commercial (banking, education and retail) industries, and selected intelligence agencies.Mr. Miller is currently engaged with an intelligence community member supporting the development of a variety of programs and projects. Mr. Miller is a Vietnam Veteran and served twenty two years with the U.S. Navy prior to retiring as OSC.

Mr. Lester Boring
Vice President, Operations

Mr. Boring has over 30 years of experience in business and multiple Governments and Agencies on both a National and International scale.

Mr. Boring has demonstrated success in program and project management, business process re-engineering and outsourcing as well as the establishment of sales and marketing organizations, setting strategy and direction, identifying core vertical market segments, developing market penetration plans, identification and establishment of sales distribution channels and strategic alliance programs. Mr. Boring worked for large integrators including; EDS, Accenture, Ford Aerospace/Loral/Lockheed Martin.

Mr. Boring has experience with federal agencies such as Defense Information Systems Agency (DISA), the E-6 Program Office, the Presidential Helicopters Program Office, the E-4B Program Office, the Special Communications Requirements (SCR) Division, E-4B, E-6B, and Presidential Helicopters. Mr. Boring has also provided direct support to both the NSA and CIA Intelligence Agencies

Mr. Boring is a Vietnam Veteran and served in the United States Army, from August 1969 to January 1983. A native of Pennsylvania, he holds a Business Degree from Pacific Western University.

Mr. Paul M. Ignosh
Vice President

Mr. Ignosh brings 26 years of experience in executive roles involving corporate management and development of technology based enterprises. Mr. Ignosh served as Chief Operating Officer of Sector Technology, Inc., that ran visitor control and document control centers for the U. S. Government and defense contractors. Responsibilities included working closely with critical security managers and directors within DOD, DOE, intelligence and regulatory agencies to ensure audit and compliance at many of the highest-level security facilities.

Mr. Ignosh served as Director of Marketing for KPMG BayMark Strategies LLC, an independent firm in a strategic alliance with KPMG Peat Marwick LLP. His responsibilities included developing, executing, and coordinating joint business development strategies for, public and private, middle market companies. Mr. Ignosh has a successful track record in operations management, business development, marketing and sales and mergers and acquisitions.

Mr. Ralph Pecarro
Vice President Contracts

Mr. Pecarro has over 30 years of experience as  a Contracts and Finance Manager.  He has also served as the FSO in two major organizations and holds an active Top Secret Clearance for over 25 years. Mr.  Pecarro served as VP of contracts and finance at CA, Inc. for 23 years.  He has developed accounting and billing systems for professional services and assisted in growing CA’s Federal services business over 1000%.  He was a VP of contracts and finance for Applied Data Research for over ten years.

Mr. Pecarro has extensive experience in federal contracting management  and is a CPCM with the National Contracts Management Association. Mr. Pecarro has BS in Management from Pacific Western and a Procurement degree from the University of Virginia.  He served in the Armed Services as a Corpsman.

Mr. Matthew J. Sites
Vice President Corporate Development

Mr. Sites brings 16 years of experience as a strategic planner and corporate developer, to include all Government business from contract management to ensuring each project is completed in a timely manner, on budget and to Client expectations. Mr. Sites’ role within the company will be to continue to develop and plan for current needs as well as future opportunities. Mr. Sites brings a wealth of proven success in management and client experience with the last six years focused on the federal market place with a deep understanding of the unique environment that is government contracting.

Mr. Sites has worked for and with various fortune 500 companies to include Sprint Telecommunications, Ortho McNeil Pharmaceuticals and Johnson & Johnson. Mr. Sites currently serves in the National Guard as a Liaison Officer to the National Guard Bureau. Mr. Sites is branched as a Military Intelligence Officer and holds a top secret clearance. Mr. Sites graduated from Pennsylvania State University
